Support for universal prekindergarten (UPK) programs has grown considerably in response to new research documenting the importance of early brain development. At least six states -- Georgia, New York, Oklahoma, West Virginia, Florida, and Massachusetts -- have committed themselves to UPK. The path to UPK varies across states. In Georgia and New York a political leadership strategy proved effective; in Oklahoma and West Virginia a technical fix strategy worked; in Florida and Massachusetts a grassroots mobilization strategy succeeded. As interest in UPK grows, the early evidence on program impact is encouraging. In Georgia children who attended pre-K made statistically significant gains on four tests of cognitive development. In Oklahoma children from all racial and ethnic groups and diverse socioeconomic backgrounds benefited from pre-K. If designed properly and funded adequately, a UPK program can produce impressive learning gains.
