In 1990 when Texas initiated educational reform that would later serve as the blueprint for NCLB, there was great hope this new system would ensure high-quality education in each of Texas' public schools. Using the original version for this system as the standard, the authors, including a former Texas education commissioner, evaluate what has worked and what has proven problematic during implementation. They conclude with recommendations for modifying the current system so that the original intent of accountability -- educational equity -- might be realized.
