By Thomas Toch The late Ted Sizer concluded that a key to school reform and higher student achievement was creating school cultures in which teachers and students cared because they felt connected. The strong school cultures he recommended are important for school success, but the large numbers of schools that have failed to reform also require regulations and other outside pressures to improve.
