Heather-jane Robertson Despite gradual declines in average class sizes in Canada stretching over at least two decades, smaller classes are still seen as the solution to many education problems, from declining graduation rates and teacher burnout to poor academic performance. The policy disagreements have been limited to how to recognize classroom composition as a component of class size, whether to use average enrollment or a 'hard cap' as a target, how quickly to move, and who should get the credit. There has been little dissent over the desirability of reducing class sizes at every grade, and there has been almost no discussion of what other policy interventions are being passed over in order to fund these initiatives.(3pp.) List Price: $4.95
